Procurement (Vendor/Supplier) Quality Coordinator (PQC) –

Specialist with extensive knowledge in managing procured items, interfacing with 3rd party agencies, good leadership skills, good communication skills (English and Mandarin) Full time:

MAIN FUNCTIONS

TASKS AND RESPONSIBILITIES

·   Responsible to implement Project Quality Plan in assigned scope of work

·   Monitor procurement activities and ensure compliance with approved processes and procedures

·   Ensure inspections are conducted by qualified individuals in accordance with the Suppliers’ approved Inspection and Test Plans (ITPs)

·   Conduct / attend selected pre-inspection meetings with critical material or equipment Suppliers

·   Implement the Procurement Surveillance Program according to the approved Surveillance Plan

·   Provide feedback on supplier performance to QAC based on feedback process

For Long Lead Equipment purchased by COMPANY

ü   Review purchasing documents and ensure inclusion of quality requirements

ü   Coordinate inspection activities with Suppliers

ü   Conduct selected pre-inspection meetings with critical material or equipment Suppliers

ü   Coordinate and monitor inspection personnel through approved third party agencies

ü   Identify non-conformances, verify proposed dispositions are approved and steward non-conformances to closure

ü   EPC Procured Equipment

ü   Provide oversight of Contractor’s implementation of their procurement processes and procedures through execution of the Procurement Surveillance Program:

ü   Perform assessments and verifications in accordance with the approved Surveillance Plan

ü   Review and approve Contractor’s procurement procedures and monitor Contractor performance

ü   Participate in qualification of proposed Subcontractors or Suppliers

ü   Participate in the review of Request For Quotation (RFQ) packages and bid proposals

ü   Review key Supplier quality plans, procedures, and ITPs

ü   Attend selected Supplier meetings and witness/hold points (pre-award, pre-inspection, in process, Factory Acceptance Tests)

ü   Review and approve Contractor’s source inspector selection and inspection order assignments

ü   Monitor Contractor’s source inspection activities and review ITPs and FAT schedule for PT involvement

ü   Review selected source inspection reports based upon criticality ratings

ü   Ensure Contractor’s Supplier surveillance activities are commensurate with criticality ratings

ü   Monitors Contractor’s process for tracking and closure of deficiencies and corrective actions

ü   Interface with the Contractor’s Quality personnel to ensure that Contractor stewards resolution of issues in alignment with Project requirements

ü   Receive feedback from sites with regard to quality issues of received material and equipment

ü   Interface with sites regarding logistics quality activities

ü   Identify the need for supplemental source inspection by Company and issue monitoring inspection assignments as needed

ü   Advises and informs Project Site Lead and PT on quality issues, status and metrics

Ø   Bachelor or Associate degree in Engineering or related field is preferred

Ø   Minimum of 10 years’ experience in Quality Assurance / Control related to inspection of procured materials and equipment for the Petrochemical and/or Oil & Gas Industry

Ø   Minimum of 5 years as an Inspection Coordinator / Chief Inspector or equivalent; experience working for major engineering / purchasing Contractor and/or Client is preferred

Ø   Worldwide experience with Contractors and Suppliers involved in production facilities projects

Ø   Qualification / certification in auditing and in inspection disciplines is preferred

Ø   Experience with assessment and verification of project work process systems including purchasing, supplier document control and inspection surveillance

Ø   Knowledge of inspection and surveillance procedures and requirements

Ø   Must be proficient in common PC software (MS Word, MS Excel, etc)

Ø   Read, write and speak fluent English with strong management, leadership and communication skills

 

Quality Engineer

The quality engineer will assist the “Quality Leads” and “PQC” and will audit, capture metrics, assist with reporting. English is needed

MAIN FUNCTIONS

TASKS AND RESPONSIBILITIES

·        Support project quality efforts as directed

·        Assist with improving and updating quality procedures, processes and plans

·        Participate in audits, assessments, verifications and associated quality activities

·        Execute specific roles on a project such as Audit Coordinator, Certification Coordinator, Inspection Engineer, Material Quality Engineer, and Quality Engineer

Ø   Provide PQM and QAC support as needed:

·   Lead assigned initiatives to improve / develop procedures, processes, interfaces

·   Maintain Project Quality intranet website and update as required

·   Support Project Quality Forum including developing presentations and managing logistics

·   Facilitate Project Quality Planning and Budget development with documents and presentation to the Functional Project Quality Manager

·   Assist with Quality training and overviews

·   Assist QAC in analyzing project metrics / reports

·   Support reporting and feedback to Project Quality Manager on best practices and lessons learned from projects

Ø   Provide project support as needed:

·   Conduct Project-specific Quality training and facilitate project Quality workshops

·   Participate in project audit program as directed assessments and verifications

·   Participate in Supplier Evaluations (Technical) and Cold Eyes Reviews

·   Assist with surveillance activities as directed:

§ Participate in assessments and verifications

§ Coordinate review and approval of Contractor Quality deliverables

§ Provide general oversight of engineering, procurement and construction activities

Ø   Use technical expertise and experience in areas such as certification, construction, engineering, inspection, and materials to assist project quality efforts as directed

 

- Bachelors’ degree in Engineering or Science required
- 5 years’ experience with contractors involved in production facilities projects preferred
- Excellent interpersonal, teamwork and communication skills with the ability to communicate and interact at all levels of the organization
- Other experience, technical qualification or certification as specified at time of staffing request
- Must be proficient in common PC software (MS Word, MS Excel, etc)
- Read, write and speak fluent English

 

Quality Control – Civil & Structural Discipline Inspector

These are the main field inspectors on the owner’s team – they will each be specialized and expert in their field, 10+ years of experience in their discipline. Some will need certification see below table

MAIN FUNCTIONS

TASKS AND RESPONSIBILITIES

-          Perform discipline quality inspection activities in accordance with the Inspection and Test Plan

-          Keep Quality supervision updated with status of quality issues

-          Monitor production processes and perform surveillance activities

-          Review and evaluate Contractor’s and Suppliers’ quality documents for accuracy and adequacy

-          Support Mechanical Completion process

Ø   Provide expertise to site team to avoid/resolve quality problems

Ø   Attend and contribute to kick-off and alignment meetings as necessary

Ø   Confirm readiness to work, including evaluating the status of key documents

Ø   Monitor Contractor’s quality assurance and quality control activities

Ø   Ensures Contractor monitors subcontractors quality processes and activities

Ø   Perform assessments of the Contractor’s quality processes and procedures and ensures Contractor conducts the necessary assessments on Subcontractors

Ø   Perform inspections and verifications during construction and/or fabrication activities in accordance with requirements of the Inspection and Test Plans

Ø   Witness Contractor’s and Subcontractors activities and endorse quality records, as appropriate

Ø   Witness acceptance tests and perform final quality check prior to acceptance of equipment and materials, as appropriate

Ø   Steward nonconformances within scope of responsibility

Ø   Provide early warning of potential quality problems

-   High school graduate or equivalent; college degree in a related field is preferred
-   10 years minimum construction and/or fabrication experience related to project scope
-   Evidence of training and 5 years minimum recent experience in selected discipline req
-   Technical qualification/certification in discipline as specified at time of staffing request
-   Must be proficient in common PC software (MS Word, MS Excel, etc.)

10 years’ experience working with applicable industry codes and conducting inspections during construction and fabrication in the petrochemical industry. Less experience may be considered with documented formal education or technical training in related field.
Electrical Inspector may be requested with ATEX certification

Coatings

NACE CIP Level III (or COMPANY approved equivalent)

Insulation

10 years’ experience working with applicable industry codes and conducting inspections during construction and fabrication in the petrochemical industry. Less experience may be considered with documented formal education or technical training in related field.
